Sen. Ted Cruz's bill would mandate that all migrants encountered at Border Patrol Sectors in Texas be transferred to places such as Napa Valley, California; Greenwich, Connecticut; Rehoboth Beach, Delaware; and North Hero, Vermont, for processing.
